Cisco, Mannai Target Qatar’s Sovereign AI Market as $20bn Investment Push Accelerates

Must read

The US technology group is positioning itself for demand from security-sensitive industries as Qatar expands AI infrastructure investment and domestic cloud services.
Cisco and Mannai Corporation are targeting Qatar’s emerging sovereign AI infrastructure market, as a $20 billion investment partnership and growing domestic cloud capabilities intensify competition to supply the country’s next generation of computing systems.
The US technology group is working with Mannai Technologies – Networking & ELV to combine computing, networking, cybersecurity and infrastructure management technologies for organisations seeking greater control over sensitive data and critical operations.
The announcement coincides with renewed momentum behind Qatar’s AI investment strategy.
At the World Investment Forum in Doha, Qatar’s communications minister highlighted the $20 billion
AI infrastructure partnership between Qatar Investment Authority-backed Qai and Brookfield.

The investment firm also opened a Doha office this week, deepening its presence in the Gulf.
But the emerging market is not limited to building data centres. Competition is also developing over who operates and controls the computing infrastructure inside them.
Ooredoo has partnered with Oracle to develop locally operated sovereign cloud and AI services, offering businesses an alternative to conventional overseas-hosted infrastructure.
Cisco and Mannai are pursuing a different opportunity: customer-controlled systems, including on-premises and air-gapped environments that can operate independently of external networks.
Such capabilities could appeal to government agencies, energy operators, banks and healthcare institutions handling sensitive workloads.
The distinction has commercial implications. Locally hosted cloud services allow customers to purchase computing capacity, while dedicated infrastructure may require greater investment in equipment, security, integration and ongoing management.
Mannai’s three-decade relationship with Cisco provides an established local deployment channel, but the companies have disclosed no project value, customer contracts or implementation timetable.
Cisco and Mannai’s commercial opportunity will depend on whether Qatar’s multibillion-dollar AI investment ambitions translate into demand for independently controlled computing systems alongside its expanding sovereign cloud market.
