CAIRO — Hassan Allam Holding is expanding its regional project pipeline after securing a SAR2.7bn ($720mn) construction contract in Saudi Arabia while advancing bids for strategic aviation projects in Egypt, reflecting robust infrastructure investment across the Gulf and Egypt’s increasing reliance on private-sector participation in transport assets.
Through Hassan Allam Construction Saudi, in a joint venture with UCC Saudi, the group was awarded the contract by Diriyah Company to deliver the Waldorf Astoria Hotel, Residences & Mixed-Use Super Block within Saudi Arabia’s flagship Diriyah development. The project comprises approximately 241,000 square metres of built-up area, including a 200-room Waldorf Astoria hotel, 47 branded residences, commercial and office buildings, an integrated basement structure and supporting infrastructure. It forms part of the Public Investment Fund-backed Diriyah giga-project, a cornerstone of Saudi Arabia’s Vision 2030 programme to diversify the Kingdom’s economy through tourism, culture and real estate development.
In Egypt, Chief Executive Hassan Allam said the company’s consortium has been shortlisted among seven qualified bidders for the long-term management and operation of Hurghada International Airport, one of the country’s busiest tourism gateways. The concession is part of the government’s programme to introduce greater private-sector participation into airport operations and enhance operational efficiency.
The company has also submitted a proposal to manage and operate Cairo International Airport, Egypt’s largest aviation hub, which remains under review by Cairo Airport Company and the Ministry of Civil Aviation. Separately, Hassan Allam Holding, in partnership with Samsung C&T, has bid for the engineering and construction of the planned Terminal 4 at Cairo International Airport, a project expected to significantly expand the airport’s passenger capacity.
The Saudi award builds on a growing regional order book spanning hospitality, urban development, renewable energy and transport infrastructure. Recent contracts include construction of the Saudi Arabia Museum of Contemporary Art (SAMoCA) in Riyadh, major infrastructure works at Ras El Hekma on Egypt’s Mediterranean coast, and the West Minya Solar Power Plant, alongside water infrastructure projects across North Africa and the Gulf. The contracts reflect the group’s expanding geographic footprint as governments across the region accelerate investment in tourism, energy and strategic infrastructure.
Founded in 1936, Hassan Allam Holding operates across engineering and construction, utilities, water, logistics and real estate, with activities spanning the Middle East and Africa. The privately held group employs more than 50,000 people and has delivered landmark projects including the Grand Egyptian Museum, Benban Solar Park, King Abdullah Financial District (KAFD) Monorail in Riyadh, Bernice International Airport, and major desalination and wastewater treatment facilities. Its recent acquisition of MetiPro, the engineering arm of Metito, has further strengthened its regional water infrastructure capabilities.
The latest awards highlight broader shifts in the regional construction market. While Gulf sovereign-backed mega projects continue to generate opportunities for engineering and construction firms, Egypt’s expanding airport concession program is creating new avenues for private operators to participate in the long-term management and development of strategic national infrastructure, reflecting a wider transition towards public-private partnerships across the region.
