CAIRO — An Egyptian consortium comprising engineering and construction firms Petrojet and Enppi has secured a place on a long-term engineering, procurement and construction (EPC) framework agreement with Petroleum Development Oman (PDO), enabling it to compete for projects valued at more than $6 billion over the next six years. The framework positions the Egyptian alliance among only four international contractors and consortia pre-qualified to bid for major EPC packages under PDO’s investment programme.
The agreement, signed at PDO’s headquarters in Muscat, represents one of the most significant overseas opportunities won by Egyptian petroleum-sector contractors in recent years. Rather than constituting a single contract award, the framework grants the consortium eligibility to participate in competitive tenders for future oil and gas infrastructure projects throughout the six-year period.
The award aligns with Egypt’s Ministry of Petroleum and Mineral Resources’ strategy of expanding the international footprint of state-affiliated engineering companies and increasing exports of high-value engineering and technical services. It also reflects closer energy-sector cooperation between Egypt and Oman, as both countries seek to strengthen regional partnerships and industrial collaboration.
Gateway to Future EPC Projects
Under the framework agreement, individual EPC contracts will be awarded through competitive bidding among the four shortlisted international contractors. The combined value of projects expected to be tendered under the programme exceeds US$6 billion, offering substantial long-term business opportunities rather than guaranteed revenues.
Selection for the framework underscores the technical capabilities of Petrojet and Enppi, both of which have built extensive experience delivering complex oil, gas and industrial projects across the Middle East and Africa. Their inclusion alongside leading global EPC contractors highlights the growing competitiveness of Egyptian engineering firms in regional energy markets.
Supporting Oman’s Vision 2040
The consortium also committed to supporting Oman’s In-Country Value (ICV) programme by promoting knowledge transfer, developing Omani engineering talent and expanding opportunities for local suppliers and contractors. These commitments are aligned with the Sultanate’s Oman Vision 2040, which aims to strengthen domestic industrial capabilities and enhance local participation in major infrastructure projects.
For Egypt, the framework reinforces broader efforts to position its petroleum-sector companies as exporters of engineering expertise, complementing the country’s ambitions to become a regional energy hub while generating foreign revenue through international EPC services.
