Infinity Power and Hassan Allam Utilities have signed a power purchase agreement with the Egyptian Electricity Transmission Company for a 1 GW wind farm at Ras Shokeir, marking a major commercial milestone ahead of financing and construction.
The project, to be developed through Ras Shokeir Wind Energy Company, will span about 143 sq km in the Gulf of Suez, one of Egypt’s strongest wind-resource regions.
The developers say the plant could generate electricity equivalent to the consumption of more than 1.2 million homes and avoid over 1.36 million tonnes of carbon emissions annually once operational.
The agreement also strengthens Ras Shokeir’s emergence as one of Egypt’s largest concentrated wind-development zones. A separate 900 MW project being developed by ENGIE, Toyota Tsusho-linked Aeolus and Orascom Construction has also secured a PPA in the area, bringing recently contracted prospective wind capacity at Ras Shokeir to about 1.9 GW.
For Infinity Power and Hassan Allam, securing EETC as the electricity buyer gives the project the contracted revenue framework typically needed to support project financing. The developers, however, have yet to disclose the investment value, electricity tariff, financing structure, financial-close timetable or commercial-operation date.
Infinity Power — backed by Egypt’s Infinity and Abu Dhabi’s Masdar — and Hassan Allam are simultaneously expanding their Egyptian portfolios across wind, solar and battery storage, positioning the partnership among the country’s most active private renewable-energy developers.
For Egypt, the significance extends beyond additional generating capacity. At system level, greater wind generation could displace some gas-fired electricity production, potentially reducing fuel-import requirements and strengthening energy security as Cairo targets renewables at more than 42% of the electricity mix by 2030.
The next test is execution. Financial close, construction and grid integration will determine whether Ras Shokeir’s growing pipeline translates from contracted megawatts into operating power capacity.
