China State Construction Engineering Corporation is becoming increasingly embedded in Saudi Arabia’s Vision 2030 delivery pipeline, with the Chinese group saying it is executing 12 projects in the Kingdom — although publicly disclosed awards include a mix of standalone assets and construction packages within larger giga-projects.
CSCEC, ranked first in ENR’s 2026 global contractors table, is working across Diriyah, Qiddiya and NEOM.
In Diriyah, its largest confirmed award is the more than $2 billion Northern District construction package, associated with the King Salman Knowledge District. It is also part of the consortium delivering the SAR5.1 billion ($1.36 billion) Royal Diriyah Opera House, a defined cultural asset within the wider Diriyah masterplan.
At Qiddiya, CSCEC has secured the Northwest Transport Hub and the Janadriyah Cultural District package, while its NEOM exposure includes transport-tunnel works. These should not be treated as separate Saudi giga-projects equivalent to Diriyah, Qiddiya or NEOM themselves.
The distinction strengthens rather than weakens the investment story. CSCEC’s expansion shows how major international contractors are moving beyond one-off awards to secure multiple packages across the same development ecosystems.
As Vision 2030 enters a heavier execution phase, the competitive advantage is shifting toward contractors capable of converting repeat package wins into long-term positions across Saudi Arabia’s construction pipeline.
